The new rules were issued with the aim to improve the efficiency of capital market transactions. They will be effective from 1 July 2023, and the main key points include: Removal of the requirement for the SEC’s approval; New requirement for an IFA’s opinion; Market price determination; Private placement of unallocated shares remaining from preferential public offerings (PPO); and Mandatory offering periods.
